Mami Tomoe, Homura Akemi, Puella Magi Madoka Magica

The image shows two women dressed in costumes, posing for a photo. The woman on the left has blonde hair styled in pigtails and is wearing a white shirt with a yellow bow at the neck, a black skirt, and yellow shoes. She is also wearing a black headband and has her hands clasped together in front of her. The woman on the right has dark hair and is wearing a purple dress with a white collar and cuffs, and black tights. She is holding a small object in her hand that resembles a wand or a stick. Both women are looking directly at the camera and have serious expressions on their faces. They appear to be cosplayers, dressed up as characters from an anime or manga series.
