Noel from FFXIII-2

A woman dressed in a vibrant costume inspired by Noel from Final Fantasy XIII-2, posing with an inflatable pink ring. She has long pastel pink hair styled in pigtails and is adorned with purple accents on her white top, complemented by matching purple shorts. Her accessories include gold cuffs on her upper arms, a necklace featuring a blue gemstone pendant, a pink bralette-style top with purple trim, and a belt with a large silver buckle. The inflatable ring she holds adds a playful touch to the scene. In the background, although out of focus, there appears to be a person wearing dark clothing standing behind her. The overall atmosphere suggests that this photo was taken at an event or gathering where cosplay is encouraged.
