Young Woman in White Shirt and Black Vest

A young woman standing in front of a blurred background with red lights. She has dark hair and is dressed in a white shirt, black vest, and black skirt. Her right arm is bent at the elbow, and her hand is raised to her shoulder, while her left arm hangs relaxed by her side. The background appears to be a city street or park, but it's too blurry to determine for sure.
