Sailor Moon and Sailor Saturn

The image features two women dressed in elaborate costumes, posing together. The woman on the left has long blonde hair styled in pigtails and wears a blue sailor-style top with white trim and a red bow at the collar. She also sports a matching blue skirt and carries a pink wand in her right hand. Her counterpart on the right has short black hair and dons a purple sailor-style outfit, complete with a white shirt and purple tie. Notably, she has tattoos on both arms. Both women wear knee-high boots that match their respective outfit colors. In the background, a fountain is visible behind them, surrounded by lush greenery and plants. The overall atmosphere suggests that this image was captured at an anime convention or cosplay event, where attendees often showcase elaborate costumes inspired by popular characters from Japanese animation.
