Roy Mustang from Fullmetal Alchemist

A man dressed in a blue military uniform with white accents and black hair, posing for the camera. The uniform features gold epaulets on his shoulders, a silver belt buckle, and a red, yellow, and white flag pinned to his chest. He is wearing a pair of white gloves and has a serious expression on his face. His right arm is outstretched, with his hand in a fist, while his left arm hangs by his side. The background of the image is blurred, but it appears to be an outdoor setting with greenery visible behind him. Overall, the image suggests that the man is a character from a military-themed anime or manga series, possibly dressed for a formal event or ceremony.
